The mutants seen in Power Rangers Time Force are not the ones from X-Men, but escaped criminals from the year 3000. They were locked up in a tower, but when Ransik escaped to 2001, he took the tower with him. Every mutant is locked up in a container similar to those ones they use in the drive-thru bank windows. They are shrunk in the reanimator, but a person can easily redo that. Each mutant also has a strap that exposes their DNA and makes them grow mega-size. If a mutant is caught by Time Force, that mutant is then put back into those containers and shrunk once again. The X-Vault is Frax's own personal arsenal of mutants where they were more dangerous mutants and are usually remodified by Frax.
