The Brachio Morphers was created and programmed by Hayley just for Dr. Tommy Oliver. Dr. Oliver revealed to the Rangers when he sensed that there was another Dino Gem, he asked Hayley to build another morpher just for him. When Dr. Oliver broke open Mesogog's crystal rock, revealing the Black Dino Gem, he combined the two and became able to morph. The morpher stays out of sight until needed. Dr. Oliver can communicate with the other Rangers using his morpher. The morphing call is, "Dino Thunder, Power Up!"
